Israfil Kahraman’s journey—beginning in 1996 with independent legal practice and evolving through a deep specialization in real estate—culminated in the establishment of Viya International in 2025.

From marketing to construction, architecture to asset management, ancillary services to financing, Viya International creates value across every dimension of real estate.

Real estate runs in our roots.

In the construction industry where our grandfathers, Yılmaz Kahraman and Abdülvahit Kahraman, have been active since the 1950s, our entrepreneurial journey began with Tataroğlu Hafriyat, founded in 1998.

Tataroğlu Hafriyat, which worked as a subcontractor for many major brands such as Sinpaş and Ağaoğlu Group, eventually ended its operations; however, the experience and know-how it accumulated evolved into Viya Real Estate, founded in 2010 by İsrafil Kahraman

Turkey’s leading name in real estate and foundation law.

Our founder, İsrafil Kahraman, served as Legal Counsel for 12 years at Ağaoğlu Group, Okumuş Holding, and Akyapı. In 2008, he founded Viya Legal.

Viya Legal and İsrafil Kahraman successfully concluded many major commercial cases—most notably the Efendioğlu v. Turkey case won before the European Court of Human Rights (ECHR)—which are also studied as case materials in legal education. His areas of expertise include Commercial Law, Foundation Law, Maritime Law, and Real Estate Law.

Viya International’s global brand: InvestGC

Founded in 2020 by Ömer Faruk Kahraman, InvestGC (“Invest in Global Citizenship”) is Turkey’s first licensed service provider for Citizenship by Investment Programs in the Caribbean. As of 2021, the company shifted its strategic focus to Greece and Portugal. With an extensive sales network comprising over 100 investment brokerage firms across Turkey, InvestGC manages the concept development, sales, marketing, and branding processes of Viya International’s projects.

2020

InvestGC continues to expand its global sales network by establishing business partnerships in more than 90 countries, while also preparing for direct office operations in many cities across Turkey, as well as in Athens and Halkidiki.

Turkish residential development expertise, now in Europe with Viya Hellas.

With Viya Hellas, founded in 2024, the construction of 91 villas in Greece has been completed. These projects—built using light-gauge steel construction technology—were delivered to Turkish investors pursuing the Golden Visa. In 2025, the 176-villa Oliville Halkidiki Project, launched in partnership with Ege Yapı A.Ş., along with other regional investments, is set to become one of Greece’s largest tourism-focused residential developments.

Greece has been positioned as the central hub of our European operations. In addition to Athens and Halkidiki, projects in Bulgaria, Italy, and Germany are currently under development.

At a time when real estate investments are increasingly expanding beyond national borders on a global scale, Viya International aims to bring its achievements in Greece and Turkey to international markets.

Preparing for future projects…

Our project development efforts continue in Saudi Arabia, Bulgaria, Panama, the United Kingdom, Germany, and Italy. At the same time, we are deepening our presence in our core markets, Greece and Turkey. We are moving forward with confidence toward becoming Turkey’s first global real estate developer.
